Pelo seu tamanho e peso, o Raikou é semelhante aos tigres ou a outros felinos, tendo inclusive duas grandes presas. Ele é um quadrúpede em grande parte amarelo com listras negras, nuvens de chuva no dorso e uma cauda angulosa. Ele corre em alta velocidade rugindo e seu rugido lembra o som de um trovão. Seu latido faz a terra tremer e faz um barulho parecido com o de um Trovão.
Ele foi criado por Ho-oh, representando o raio que incendiou a torre de Lugia.

Anime
Raikou apareceu duas vezes no anime. A primeira aparição foi no episódio "Houndoom's Special Delivery", onde Togepi e Houndoom o vêem antes dele desaparecer nos céus.
O segundo episódio é em Pokémon Chronicles, "The Legend of Thunder!".
O líder do ginásio de Mauville City, Wattson, possui vários robos Raikou que ele usa em seu ginásio.
Origens
Os três pokémons foram criados por Ho-oh quando a Brass Tower queimou a 150 anos atrás (a atual Burned Tower) matando em seu interior três pokémons. Ho-oh decidiu revivê-los criando Entei, Raikou e Suicune. Dizem que os três pokémons simbolizam os três eventos ligados a queima da torre : Raikou seria o Raio que causou a queima, Entei as chamas e Suicune as águas que apagaram o fogo.
